How should I enter the fact that a T-junction is (permanently) closed to both vehicles and pedestrians? The roads themselves haven't been changed, but a high gate has been placed across the end of Penny Lane where it meets Don Celso Tuason at 14.59566 N, 121.13891 E.

The normal approach to this would be to place barrier=gate on Penny Lane and set tags for access appropriately (if known).

As mentioned further down the gate page, the gate tags shouldn't go on the same node as the intersection as that would indicate that it blocks all incoming roads.
