I'd like to use the elevations to make a unity heightmap but when I tried exporting the data, I just got what looks like a bunch of tags with latitude and longitude along with contributors. Is there a way to download or export all the elevations into either a text file or something? I really don't want to repeatedly click on locations and writing the elevations by hand.

OSM does not have elevation lines. The only thing that comes close is the "ele"-tag, but that is only used on e.g. mountain peaks.

As escada says, there's not a lot of elevation data in OSM. Do a web search for "SRTM" or, if you happen to be interested in the EU area, "EU-DEM", and you might find some usable data.
