How to embed and image and make it show above an openstreetmap layer

I need to embed a static rendered image (just a normal map, but now an image file) in openstreetmap, so that when a person in a particular location for example, the pin that signifies the persons location will be reflecting on the embedded image, while the real openstreetmap layer is still behind

By "in openstreetmap" presumably you mean "over the top of some other map made using OpenStreetMap data"? It's not really clear...
