How do you add "Merge address points" to the "Data" menu in JOSM

1	I have it in my JOSM but can't seem to tell another users how to add it to his JOSM. He's already added conflation plug-in, which added Utilsplugin2, checked expert mode. Thanks josm data asked 19 Apr '19, 16:50 Alan01730 464●34●35●52 accept rate: 0%
