There are tens of thousands circular one-way/one-direction roads perfectly matching the roundabout statistical parameters in the corresponding road class, never tagged as roundabouts. At the same time, just some ten meters away there are roads with same shape and parameters tagged as roundabouts. So, my question is: are these two object types equivalent?

At time of writing, several of your links don't work for me so this may be overly general.

The junction=roundabout tag is reserved for 'modern roundabouts' where traffic on the roundabout has priority over traffic attempting to joint the roundabout. Depending on jurisdiction, this may be indicated by yield/give way signs on each of the inbound ways, road marking indicating the same, or signage/indication that 'roundabout rules' apply.

If a particular junction doesn't give preference to traffic on the loop then it is not classified as a roundabout within OSM tagging. In OSM these may be tagged as junction=circular (especially if they keep getting mis-tagged as 'true' roundabouts.

In your case, the junctions in question may be roundabouts missing the relevant tags or they may have odd priorities which mean they shouldn't be tagged this way. For example by having parts stopping for incoming traffic.
