Offline Map with Annotations

Hi All I am developing a solution using offline mapping as internet connectivity is an issue. I have tried a few providers such as MapBox etc but didn't like their product.

Essentially all I need is a world map that supports the use of custom annotations in IOS. I don't need navigation etc. Does anyone have a sample solution for this that I can see.
