How to locate a “lot”, search by Land Registry “lot number” (house number and street name are unknown), and learn which zone/category that lot is in?

How to search by Land Registry "lot number" if the house number and street name are unknown? And how to retrieve information about the "lot number"? The zone/category determines whether and what size of building is allowed to be built on the lot.

OpenStreetMap does not know the concept of "layer". This does not mean that applications cannot place objects in different layers. You could make a map with OSM as base layer and overlay it with your "lot" data (see Frederik's answer why the "lot" data should not be placed in OSM)

We don't usually map lots/plots/planning zones in OpenStreetMap. There are several reasons for this. One is that they are rarely visible on the ground, and we prefer mapping things that you can actually see and verify. So if two people fight over where exactly something is, we can simply go there and look. This is not the case with lot numbers. The second issue is that government publications will often be copyrighted, and not permitted as a source in OpenStreetMap.
