JOSM has "preset" dialogue boxes for helping us mere mortals add tags more easily - and without having to fumble through a reference cheat-sheet. Is it possible to tweak these so I can add more presets?

In Preferences > Map Settings (Grid and globe) > Tagging Presets you have many other presets to choose from. You can activate any presets you want from the list or add a custom preset file or url.

To create custom presets you can try to follow the simple guide at the josm wiki.
