The OSM B&W mapnik map grayscale tiles appear to be unavailable, for example the URL https://tiles.wmflabs.org/bw-mapnik/14/8179/5454.png returns a 404 response.

Is anyone able to confirm if this is a transient or a permanent issue?

The tiles are nothing to do with OSM; you'd need to ask Wikipedia. My recollection was that it was a one-off project and resources were diverted afterwards (any tiles you could see recently were very very old).

It probably should be removed from the standard imagery list that the various editors use, then.

They probably will if you tell them about it.
