how to detect Lighting poles in streets in a dynamic way ? it is for Finding lighting poles in OSM data to see if an area may be lit or not

Can you add a little bit more information about what it is that you are actually trying to do? Do you mean:

  • Finding lighting poles in the street (outside in the fresh air)
  • Finding lighting poles in OSM imagery for adding to OSM
  • Finding lighting poles in OSM data (perhaps to see if an area may be lit or not, though there are other keys you might also want to use for that)

I'm trying to define lightpole bases and cannot figure out how to.

This recent query might be of help and gives an Overpass Turbo script for extracting the data from osm which you can output in many ways
