I am editing the OSM .xml style file and I am having some issues with the font color defaulting to black regardless of the color I changed it to, as well as the >title< not showing up in the legend. below is an example for one feature that I have created:

What "OSM .xml style file" are you using? The default OpenStreetMap style hasn't been an .xml project for several years.

it should have been "A Osm Style File" i am editing the osm data set to represent some of my data needs and styles but am having the issues as stated above.

What software are you using for rendering and map display?

I am creating the .xml style file then loading it to Geo Server. Then associating it to the Polygon layer of choice. when that has been completed I then load the polygon layer via a WMS service into QGIS. Thank you for your help.
