Hi, how do we tag a houseboat with levels in some kind and a roof top ?

The wiki suggests building=houseboat for these (I'd guess they're close enough to 'proper' buildings). I would expect building levels to be applied in the usual way, although I admit I don't know what I'd consider to be 'ground level' if there were significant freeboard.
