We would suggest to use a colour scheme on the notes overlay to indicate node age, and/or a method (slider?) to suppress notes older than a chosen date or period.

There are already various suggestions to improve the display of OSM notes on the main website. However there is a lack in manpower to implement these suggestions.

My best guess would be here but check existing issues first. I found this one which I don't think is quite what you are after.

Locally to me there is a mapper who somehow gets the information out of OSM and into uMap (I don't know how) and displays pins coloured based on last comment date. I don't think it updates automatically, but as he surveys fairly regularly it gets updated fairly often (and I can send him a message if I think it needs doing sooner).

As @EdLoach says, the appropriate place is the GitHub account for the OpenStreetMap website. However, actual working code to do what you suggest as a Pull Request is pretty much the only way you're likely to get it.
