if an open drain runs under a road through a small tunnel. there is no visible bridge on the road. do we tag that part of the road as a bridge or not?

No, but the passage for the water could be tagged tunnel=culvert.

As there are two non-intersecting things passing at different elevations, setting the appropriate layer=* tag(s) would also be useful.
