I've been trying to overlay our county's street shapefile for tracing into OSM. I've tried the method using GPX tracks, but unsuccessful.

Slight side issue - do you have written permission to use the shapefile in question, or is it provided under a compatible open licence?

Where is the license under which those files are released ? I cannot find it.
