There are no "official" tags. Tags in OSM are either widely used, or they are not. You can write a proposal on the Wiki and discuss it there, or discuss it on the tagging mailing list. But a successful vote on the Wiki does not make a tag "offical", or give anybody the right to unconditionally "fix" what others have tagged.

There are no official tags on OSM. In fact you can make up your own tags without any problem. But before you start rampaging with new tags it might be an idea to discuss it on the wiki or in mailing lists. Maybe there already is a tag for your case.

For a new tag to be effective you have to spread it to the masses and make other mappers as well as users (renderers ...) use it. Document the tag on the wiki with a clear verifiable definition and maybe file some bug reports at the renderers.
