I currently create links to google maps on my photographs' web pages, for example, click "location map" on this page. Would it be permissable to do the same using OSM?

You never need permission to create a link to anywhere on the internet.

Adding a marker would be very useful but it would have to be in the URL as these are generated programatically in Perl. I'll investigate what is possible.

@Alan Clifford: as you likely already noticed, the wish for a marker is encoded in the URL with the mlat and mlon HTTP GET parameters.
