How do you indicate that a structure has been torn down

Use the tag key prefix demolished: . E.g. instead of building=yes use demolished:building=yes for the building osm object.

So long as there is still evidence of the building on the ground. Once completely cleared just delete the way.

If the building is still visible on a few of the aerial imagery providers, you may want to consider leaving the demolished:building=yes object for a while to prevent someone else from incorrectly adding the building again.

@alester: I prefer using note tags for the purpose of communicating that kind of situation to other mappers. These are explicitly intended for internal purposes (i.e. collaboration between mappers), whereas normal tags, including those with lifecycle prefixes, ought to be about representing the reality on the ground.
