When I click in the start page of JOSM to one of the links (e.g. "22.08.2018 (stabile Version 14178)"), I get an error "Der vorgegebene Internetnavigator konnte nicht gestartet werden." (The default Internet browser could not be started).

I use Ubuntu 16.04 with XFCE and the actual Firefox is my default Internet browser.

I tried to change it with "sudo update-alternatives --config x-www-browser" and "sudo update-alternatives --config gnome-www-browser", -> same problem.

This error occurs when trying to start josm.jnlp? Does this occur with every browser? You can try to download and start josm-tested.jar instead. Not sure how to fix your problem, though.

This sounds like an issue you should be reporting to the JOSM developers, see https://josm.openstreetmap.de/newticket
