I am trying to use OSM to identify the nearest US city (including US territories) to a set of lat/long coords related to natural disasters. Is there a few web service available to do this?

This is what reverse geocoders do. You can find more about this for example in the OSM wiki, the standard geocoder on the OSM website, Nominatim, also does this (try it out, right click on the map and select "show address").

Please note that this is a comunity service and there are fair use limits. If you need to do this frequently or in batch, you might have to find a different service, pay someone or set up your own instance.
