Hi ,have custom tiles without landmarks with different zoom levels (land marks are , shop , restaurant and .. icon on tiles) . how can i create custom map server with my tiles ?

More seriously, I'm not aware of a "soup to nuts" example for Windows (any version). If you look around here on the the help site and the forum you'll find various people have had a go and got various bits working (most recently at https://help.openstreetmap.org/questions/60188/best-way-to-custom-render-osm-png-tiles-in-windows-environment ) and that might be good enough for what you want, but it'll probably take longer to set up and be harder to maintain than a Linux equivalent. For .NET tile usage again there are examples on this help site and in the forum (and I'd also look through https://gis.stackexchange.com/questions/tagged/openstreetmap too).
