There are a lot of GPS traces on the website. I can download them from https://www.openstreetmap.org/traces, but how can I download these files in a specific region, for example download all GPX files in China?

The simple answer is you can't.

What you can do is download data for small areas via the OSM API, see: https://wiki.openstreetmap.org/wiki/API_v0.6#GPS_traces I believe JOSM is the only popular editor that supports this currently.
