Here is the error exactly as it's showing up whenever I try to make any save. I am getting an error too on trying to upload edits to the OSM using JOSM.
From the OSM Talk newsgroup, here are some comments edited by me... Some servers are moved from UK to EU. The API will be slower and might have sporadic problems, see https://lists.openstreetmap.org/pipermail/talk/2018-July/081009.html . You can check the current state at https://twitter.com/osm_tech .
