I would to use the following tile directory https://energyiq.canadiangeographic.ca/application/assets/img/energy_map/layers/electricity_mines/ as non-mapping (comparison) layer for power lines in JOSM.

I've tried

tms[6]:https://energyiq.canadiangeographic.ca/application/assets/img/energy_map/layers/electricity_mines/{zoom}/{y}/{x}

so far, but it doesn't work.

How can I find out whether it's {z}/{y}/{x} or {x}/{y}/{z}?

The material on the site linked seems to be totally protected by copyright, and unless you seek and receive explicit permission for use with OSM then you should NOT ATTEMPT to use if in any way for editing purposes.

I actually would like to use this data ONLY FOR PRIVATE PURPOSES, but ask where most intelligence on these topics is concentrated.

I have never ever mapped anything not on imagery.
