I would like to add information to cycleways around Melbourne indicating which government/organisation is responsible for each.

For example, sections of off-road paths can be managed by any number of different authorities including education facilities, local councils and Parks Victoria. This could help apps automatically detect the correct authority to send maintenance requests.

What would be the best tag to use to add this information? Are there any examples from other areas?

I'll recommend using the operator tag. An example of the operator tag used with a motorway: https://www.openstreetmap.org/way/53746789.
