Why not ask your question on the new OpenStreetMap Community Forum?

I've noticed that highway route numbers in Turkmenistan are often either missing completely in OSM or are mapped incorrectly. Is there a particular protocol to follow for correcting them, or should I simply dive in and start correcting them based on my knowledge of the highway system here?

Hi, might I ask what the reference of your knowledge is? Is there any law or documentation by the Turkmen government or Parliament that specify (or reaffirm soviet-era) numbers? (similar to this document in neighbouring Uzbekistan: https://lex.uz/docs/-1664887 )

Or would you simply follow Soviet-era numbering, assuming that it hasn't changed?
