How to create an open data map?

Dear all, I was working on a map about road traffic safety in mi city (Chimbote, Peru) and i would like to anyone could insert data in it just like openstreetmap but I don't know how to do that. Is there any webpage where can I upload the data and other people could freely update the map? It's all about to make a collaborative map on a city where urban data doesn't exist.
