Did I understand correctly from the documentation that the distribution of the types of address components according to the levels of administrative division is carried out independently by the user?

OSM does not classify a type to any level?

Type? Level? Did you check the documentation for admin_level values for specific countries?

What is "carried out independently by the user" supposed to mean? Can you provide examples?
