Is it possible to import a shp file of a whole Bundesland (federal state)

I found some shape files on the opendata platform of Austria, there is a Dataset for the "Detailgewässernetz" (Rivers) in Upperaustria. Is there a possibilty to use this for OSM - or is it a bad idea. In my area are some rivers in the map but nothing is finished.
