My apologies if this question has been asked before. I have located the .json data for all the Toledo Area Regional Transit Authority (TARTA) bus routes and shelters online at http://www.tarta.com/wp-content/uploads/routes/. Is there a "dummies" way to import this data into OSM and then manipulate it/edit it as needed to get everything lined up?

Hi there. Import in OSM are an advanced topic, so there shouldn't be a "imports for dummies" guide.
