Basically, everything is in the title.

There's an alcohol shop (drink:beer=yes), but it also has a place to drink beverages inside it. I don't see any detailing tags for the shop itself. So, maybe it can be mapped by placing an additional node with amenity=pub/bar/whatever inside the shop?

What country is this in? Alcholol sales, and consumption, is often governed by law. What sort of tagging system do other people in this region/country use for this sort of establishment?

Belarus. Usually it's just "shop=alcohol". I think shop owners should care about the law in this case :) We just want to map a shop.
