Not necessarily. Although US federal publications are 'public domain' (copyright-free) by nature, the same doesn't apply to state or county publications. You could contact the County GIS department via http://gis.stclaircounty.org/contact.html to ask if they are willing to let the data be used in OpenStreetMap under the terms of the OSM licence (www.osm.org/copyright).
