Can you clarify what you mean by "Location Overlay"? The only reference that I can find is an Android OSM library, but that doesn't fit the context in which you've used the term. Is it a website, app, or something else?

In JOSM imagery preferences there is a 'Locator Overlay' and the above way is not rendered but has been mapped for many years and tags seem ok to me. A small service way that joins the residential street is rendered. It is a Mapbox layer I think.

The "Locator Overlay" refers to https://josm.openstreetmap.de/wiki/Maps#LocatorOverlay which is a MapBox tile server, you should ask to MapBox.
