Building levels

A building approx. 630 m. long has several towers with a different number of levels. Should they be tagged as separate parts (building_parts) or just as one building with the highest / lowest towers ?

An example of a similar situation can be found with the "Glass House" of Denver, Colorado. The building base is seven levels, the towers are 23-24 levels high. You can see it in 3D and 2D here: http://demo.f4map.com/#lat=39.7566840&lon=-105.0030585&zoom=19&camera.theta=33.942

Keep in mind that you can assign levels or heights to building parts. If you assign both, my experience is the height value will override the level value.

I don't think there is an one size fits all recommendation in this case.

If you simply want to do normal mapping, I would draw the outline and add the number of levels for the highest tower. If you want to make the effort for 3D mapping, then you should split the building into multiple building:part elements (note it is not building_part, see https://wiki.openstreetmap.org/wiki/Simple_3D_buildings#Building_parts ).
