I noticed several floating docks which were not incorporated into the industrial area. Should not they be mapped as being part of the area, just like a marina includes all the non-water items as sheds and so on and has anyone ever mapped and used a key and value for it ?

Do you have a picture? The word "dock" is interpreted to mean different things around the world.

He seems to be talking about floating drydocks (tagged in OSM as waterway=dock). Here's one of them in the area in question (there are others adjacent to it).
