OverPassAPI Street Names

I have searched through the forum and unfortunately didn't have an answer to this. I am interested in a doing the following using the OverPass API:

1) Getting a list of streets / roads within a city (querying at the country level) 2) Then retain the metadata for example these streets are for this city, based in this state/province, etc to prevent it from just getting all the street names in the entire country into one list.
