Hi all. How can I get a country with complete country boundary (closed and with all ways, nodes etc) or complete country boundary only into OSM XML format? Sorry for bad English.

Try GeoFabrik. They provide daily exports of most contries.

Country boundary for one country from GeoFabrik is not complete. Therefore I must "glue" XML for country boundary with for boundaries of it's neighbours... Does not exist a more simple technique?

if you experience problems with a specific country you might be better off mailing Geofabrik and tell them about the problem.

You could also download the continent file and then use Osmosis to cut out a generous rectangle around your country of interest, which will make sure that everything you need is contained. - Should you be interested in the country boundary [i]only[/i] then perhaps you should check out naturalearthdata.com - their data is not as detailed as OSM's but very good for a zoomed-out view.
