HelioFelix has added a large number of survey points in Hong Kong recently, such as this one. I am not really sure of the copyright status of these, but the linked PDFs show that there is probably government copyright. HelioFelix has replied to my changeset comment, but the license provided by data.gov.hk doesn't really seem ODbL-compatible (particularly the terms and conditions, which have a long list of things which control commercial and non-commercial use of the data). Reversion would probably be a bit complicated since each node was uploaded in a separate changeset; an alternative would be asking the government if the conditions could be waived. I'm not sure if he has made any other edits which may be license-compatible.

Since the question is still open:

  • communicating with the mapper in questions and trying to clarify the situation directly is best (and worked as you just proved)
  • if that fails the issue should be brought to the attention of the OSMF Data Working Group (data@osmfoundation.org)
