I have asked the talk-pe mailing list (which is quite low-activity). However, shouldn't the rules for territorial waters be the same for every country?

Although that page (the wiki) is fairly low-activity, there are some more contact details at https://wiki.openstreetmap.org/wiki/ES:Per%C3%BA/Comunidad . Some of those users at least are still active and regularly respond to questions.
