How would you tag a sailing school which is NOT part of a sports club? |

The only tag that seems to be in use is https://taginfo.openstreetmap.org/tags/amenity=sailing_school Naturally anything with so little use is likely not going to be supported by many or any data consumers. 1
I'd suggest using leisure=sailing_school rather than amenity which is not too untoward with the low tag numbers at present. I'd expect a couple of hundred in UK alone but many perhaps without obvious premises.

The RYA has 2500 training centres on its books, so yes, I think a couple of hundred is very plausible (backed up by briefly eyeballing the RYA directory).
