How would you tag a sailing school which is NOT part of a sports club?

The only tag that seems to be in use is https://taginfo.openstreetmap.org/tags/amenity=sailing_school

Naturally anything with so little use is likely not going to be supported by many or any data consumers.

I'd suggest using leisure=sailing_school rather than amenity which is not too untoward with the low tag numbers at present. I'd expect a couple of hundred in UK alone but many perhaps without obvious premises.

Are there really that many sailing schools that aren't part of a club=sport or leisure=sailing_club?

The RYA has 2500 training centres on its books, so yes, I think a couple of hundred is very plausible (backed up by briefly eyeballing the RYA directory).

http://taginfo.openstreetmap.org.uk/tags/sport=sailing has 143 currently, so we've some way to go towards 2500 :)
