I use Locus Map with offline OSM data loaded on my Android ‘phone when walking in UK. The one feature lacking for checking PRoWs in the field, for example, is the capacity to view OSM tags. I am aware of Vespucci that will allow the immediate area to be downloaded and referenced, with which I have had mixed success. Not an answer to the question (it doesn't show all tags), but https://map.atownsend.org.uk/maps/map/map.html#zoom=19&lat=53.17257&lon=-1.681801 will show you PROW status!

Simon I should revisit Vespucci, in fairness to you. Some time has passed since I last used it.
What are PRoWs in this context?
Hjart: Public Rights of Way - footpaths, bridleways, etc. I walk these in my area of South Oxfordshire to check and add/amend attributes according to http://robert.mathmos.net/osm/prow/.
I installed OSMFocus following Hjart's answer here and a similar reply on https://lists.openstreetmap.org/pipermail/talk-gb/2017-June/date.html from Andy Robinson. I have been reacquainting myself with Vespucci in its latest version, too. The 'mixed success' of which I wrote in my post related in no small part to the grey surround in the non-downloaded area of the screen, about which I posted in the OpenStreetMap Forum/Android at the end of 2015: https://forum.openstreetmap.org/viewtopic.php?id=52346. That is overcome now through the use of the lock/unlock icon, it seems. I sense Vespucci will become my app of choice.
OSMFocus is an extremely simple way of checking OSM tags (just start the app and pan the map to the objects you want to view). Let me know how it works for you though.
