What tool to use to extract planet from Postgresql API database

Hello,

I have setup a test osm planet API database and wanted to setup some further workflows that would require me to extract an entire planet as either a pbf or xml from the database. I have tested this with 0.40 to the most recent release of Osmosis and each time I get a different size file with no errors. These files seem to be incomplete as the xmls are only 400 - 500 gbs.

Is there another tool that can be used to extract a planet pbf or xml from a planet API database?
