One Answer:
If you are using the Potlatch2 (in-browser) editor, select "Wireframe" from the "Map Style" dropdown at the top of the edit window. If you are using the JOSM (Java) editor, select "Wireframe view" from the "View" menu. Both editors allow you to define custom styles, and JOSM even has custom filters, which you can use to influence what is displayed and how.
