Why not ask your question on the new OpenStreetMap Community Forum?

Im trying to export long at lat from large areas, such as states, to develop routing for the area. Could someone more familiar with the site explain this process.

Take a look at http://wiki.openstreetmap.org/wiki/Planet.osm#Country_and_area_extracts for up to date extracts of OSM data.

If you are just getting started with raw OSM data, check http://wiki.openstreetmap.org/wiki/Elements to see how things are organized. Some of the services at the above link also process OSM data into other formats.
