If a building is used as a hotel, for example, how should it be tagged?

I have seen it is possible to select the building and set it to building:hotel, but in a lot of cases I have seen the point tag being placed on the building and set to hotel.

What is the difference and what is correct?

I also have a building with 3 different shops in it. Should I use Point tags to name the shops?

Both variants are correct, and mainly a question of taste, in the case of single use buildings (I prefer adding a node but YMMV). In the case of multi-use you should create a node for every shop.
