There is an app/site called Openstreetcam and it appears to be associated to OpenStreetMap. Are these one and the same? The site was explaining the steps to using OpenStreetCam and even mentioned about contributors getting paid for adding their footage. Thanks for your time.

To directly answer a question: No, Openstreetcam and OpenStreetMap are NOT "one and the same". They are associated only in the sense that Openstreetcam is specifically developed (by a company not directly associated with OSM) to support OpenStreetMap.

OpenStreetCam is a product of Telenav. It's an app that allows people to continuously take pictures while driving, walking, cycling. Those pictures are then uploaded to a website from where they can be used by mappers to improve OpenStreetMap. Telenav is offering this service because they are using OpenStreetMap data in their navigation software.

A similar product is Mapillary.
