Unable to upload to OSM from ArcMap

I am unable to use the "Upload OSM Data" tool to upload my edits from ArcMap. I receive the errors, "The remote server returned an error: (400) Bad Request" and "Cannot parse valid way from xml string <way/>. Changeset id is missing." Is there possibly a newer version of the tool or is the upload URL in the tool incorrect? The URL is set to http://www.openstreetmap.org

Runnning:

ArcGIS 10.4 for Desktop

Windows 7 Pro
