I have a changeset that has 160 edits and a lot of information that I would rather not do over again is there a way to download the instance from ID put into JOSM and resolve the conflict from there?

If iD (still) does not offer a download-to-file link for your changes in case an error happens, then is no way to do it, except digging into the technical communication of your browser with the OSM server: see carciofo's answer at how-do-i-find-a-way-by-id-in-id-to-fix-version-mismatch-and-then-save-my-edit.
