Once all of the houses on a street have an address, should the addr:interpolation way be removed?

Here's an example where it appears redundant: https://www.openstreetmap.org/way/72376399#map=18/43.64296/-79.52430

Yes! The interpolation way is only a simple measure to get started with mapping addresses quickly, but more detailed mapping is always preferable.
