For some reason when I try to download a large area the file downloaded is a small file called "map.osm.html", which is unusable (zero kb).

Steps to reproduce:

  • Go to openstreetmap.org
  • log in
  • type "paris" in the search field then click the first result "City Paris, Ile-de-France, France"
  • click on "Export on top (green button):

  • click on the blue button (on the left) "Export:

Question

Is this a known bug, a restriction, a limit? I am a registered user. Am I doing something wrong? Thanks

First: note that the "export" will give you raw data – not a map.
Second: The export feature of the OSM API is meant for editing purposes only and is restricted in size (you don't need the data of whole Paris to edit single streets or something, only smaller parts are more than enough). In fact the server returns a "HTTP/1.1 400 Bad Request" http status code in its answer. Try a much smaller area (e.g. this, then it works). Technical details for this API call.

If you really need the raw data of a big area there are other ways to get it ("extracts of planet.osm", see also somewhere at "export" questions). The read-only features do not need authentication, so being logged-in does not make a difference.
